The Governor of Sikkim, Shri Om Prakash Mathur chaired a meeting with Vice Chancellors, Registrar of various universities of the State.
The meeting was attended by the Minister of Education, Government of Sikkim, Shri Raju Basnet, Commissioner cum Secretary Lok Bhavan, Shri Jitendra Singh Raje, Senior officials from the Education and Women, Child, Senior Citizen and Divyangjan Departments and representatives of different educational institutions.
The meeting held detailed discussions on various key issues viz; functioning of universities, enhancing the quality of education, implementation of the National Education Policy (NEP) 2020,
Viksit Bharat 2047 vision—focus on building a holistic ecosystem by advancing research and innovation, digital education and community driven campaign “Nasha Mukt Bharat”.
During the meeting, a detailed PowerPoint presentation delivered by respective Vice Chancellors/Registrar
highlighting the achievements, infrastructure, challenges and future plans of their respective institutions and it was followed by an open discussion.
Addressing the gathering, the Governor advised Education Minister and department officials to closely monitor the administrative and academic functioning of universities across the state to ensure transparency, accountability and adherence to academic standards.
The Governor suggested that the universities should adopt villages or blocks and encourage students to participate in development activities and engage directly with rural communities. He said that such engagement will help them become responsible citizens and contribute meaningfully to society.
He also urged universities to actively contribute to the development of their adopted villages based on local needs. He said educational institutions should not remain confined to their campuses but should extend their impact to society by driving positive change in the areas of education, health, environment, and livelihoods. He also encouraged universities to leverage their academic and research activities to promote Sikkim’s tourism, environmental conservation, organic farming, and other sectors that represent the State’s unique identity.
Talking on Viksit Bharat 2047 envisioned by the Prime Minister, Narendra Modi, he said “Students of the universities will be the torchbearers of our dream of a Viksit Bharat. Achieving the vision of ‘Viksit Bharat 2047’ requires the modernization and strengthening of educational institutions across the state which plays a key role in India’s vision of Vikas Bharat 2047, serving as a foundation
for economic growth, technological innovation and social development.
Referring to Prime Minister’s appeal for a “Nasha Mukt Bharat Abhiyan” the Governor said that education institutions should organise various outreach programmes, urging them to work closely with local communities to spread awareness and take proactive steps to make Sikkim as drug-free State. Further asked the education department to organise university level competition on
Nasha Mukt Bharat Abhiyan.
The Governor expressed his confidence that varsities would emerge as a centre for serving society and called upon them to pursue excellence with dedication, integrity and strong ethical values to help realise the vision of a developed Bharat by 2047.
Earlier, the Education Minister, Shri Raju Basnet directed all educational institutions heads to ensure strict compliance with the Sikkim Private Universities (Establishment and Regulation) Act, 2025 and asked to complete establishment of campus and other ongoing projects within the stipulated time.
लोकभवन में आज माननीय राज्यपाल श्री ओम प्रकाश माथुर की अध्यक्षता में सिक्किम के विभिन्न विश्वविद्यालयों के कुलपतियों, कुलसचिवों एवं अन्य प्रतिनिधियों के साथ एक बैठक आयोजित की गई। बैठक में विश्वविद्यालयों की विस्तृत जानकारी, विकसित भारत 2047 के परिप्रेक्ष्य में उच्च शिक्षा की गुणवत्ता, अनुसंधान एवं नवाचार को बढ़ावा देने, राष्ट्रीय शिक्षा नीति 2020 के प्रभावी क्रियान्वयन, कौशल विकास, डिजिटल शिक्षा, विद्यार्थी-केंद्रित शैक्षणिक वातावरण तथा नशा मुक्त भारत जैसे महत्वपूर्ण विषयों पर खुले सत्र में विस्तृत चर्चा हुई।
बैठक में शिक्षा मंत्री श्री राजू बस्नेत, राज्यपाल महोदय के अयुक्त सह सचिव श्री जितेंद्र सिंह राजे ,शिक्षा विभाग के वरिष्ठ अधिकारी तथा समाज कल्याण विभाग के अधिकारी उपस्थित रहे।
श्री राजे ने चर्चाओं में सक्रिय भागीदारी के साथ विश्वविद्यालयों को मार्गदर्शन और सुझाव प्रदान किए।
बैठक की शुरुआत विस्तृत पावर पॉइंट प्रेजेंटेशन से हुई, जिसमें सिक्किम के विभिन्न विश्वविद्यालयों की उपलब्धियों और चुनौतियों,बुनियादी ढांचे, का विवरण प्रस्तुत किया गया। इसके बाद खुली चर्चा में कुलपतियों और कुलसचिवों ने अपने-अपने विश्वविद्यालयों की स्थिति और चुनौतियाँ साझा कीं।
समीक्षा के दौरान शिक्षा मंत्री श्री राजू बस्नेत ने सभी विश्वविद्यालय प्रमुखों को सख्त निर्देश दिए कि वे सिक्किम निजी विश्वविद्यालय स्थापना एवं विनियम अधिनियम 2025 का कड़ाई से पालन करें और कैंपस निर्माण व अन्य परियोजनाओं को निर्धारित समयसीमा के भीतर अनिवार्य रूप से पूरा करें।
राज्यपाल महोदय ने शिक्षा मंत्री और विभागीय अधिकारियों को विश्वविद्यालयों के कार्यों की कड़ाई से निगरानी करने के निर्देश दिए। उन्होंने कहा कि नियमों और अधिनियमों का पालन सुनिश्चित कराने के साथ-साथ विश्वविद्यालयों की समस्याओं और चुनौतियों को ध्यानपूर्वक सुनकर उनका समाधान भी निकाला जाए।
राज्यपाल महोदय ने शैक्षणिक समुदाय से केवल रूटीन कार्यों से आगे बढ़कर समाज के प्रति सेवा भावना से कार्य करने का आह्वान किया। उन्होंने सभी को “सिक्किम मेरा परिवार” की भावना से काम करने की प्रेरणा दी।
राज्यपाल महोदय ने मुख्य तौर पर प्रत्येक विश्वविद्यालय एक गाँव को गोद लेकर उसके समग्र विकास में सहयोग करने की अपील की। साथ ही विश्वविद्यालय अपनी शैक्षणिक और शोध गतिविधियों के माध्यम से सिक्किम के पर्यटन,पर्यावरण और जैविक खेती के क्षेत्र को बढ़ावा देने पर जोर दिया यह कहते हुए कि यही सिक्किम की असली पहचान है।
इसी के साथ राज्यपाल महोदय ने परिसरों में नई खोजों और नवाचार की संस्कृति को प्रोत्साहित करने और माननीय प्रधानमंत्री श्री नरेंद्र मोदी के विकसित भारत 2047 के विजन को साकार करने में सक्रिय भूमिका निभाने की दिशा में सक्रियता अपनाने पर जोर दिया।
राज्यपाल महोदय ने अंत में दोहराया कि सरकारी अधिनियमों का कठोर अनुपालन और समाज के प्रति सेवा भावना ही सिक्किम को उच्च शिक्षा का एक उत्कृष्ट केंद्र बनाएगी।
