Dear citizens,
On this momentous occasion of our 76th Republic Day, I stand before you filled with immense pride and gratitude as we celebrate the triumph of democracy, justice, and freedom in our nation. Today, we remember the sacrifices made by countless individuals who shaped the India we live in today. It is a day that reminds us of the spirit of unity, diversity, and progress that binds us together as a nation.
This year, as we celebrate the 50th anniversary of Sikkim’s statehood, we look back with pride at the immense strides we have made. From the fields of tourism, health, education, and infrastructure to the areas of governance and digital connectivity, we continue to push forward, ensuring that no one is left behind in our journey of progress.
Dear citizens,
This year marks 50 years of Sikkim’s merger with the great nation of India. As we gather here, we also reflect upon the remarkable journey that Sikkim has undertaken over the past 50 years, transforming into a model of development and progress. Embracing the ideals enshrined in our Constitution, Sikkim has always honored its heritage, preserved its culture, and worked tirelessly toward a sustainable and inclusive future for all its people.
As we celebrate our progress, I am proud to share that Sikkim has made significant strides in various sectors. According to the latest NITI Aayog Sustainable Development Goals (SDGs) assessment, Sikkim has shown remarkable improvement in its overall SDG scores compared to the previous survey conducted in FY 2020-21.
One of the key achievements is in SDG 10: Reduced Inequality. The data reveals a significant reduction in crime rates related to women and within communities, highlighting our unwavering commitment to fostering a safe and inclusive society.
In the realm of Clean Water and Sanitation (SDG 6), Sikkim has achieved a commendable 96% score, a testament to our successful efforts in providing safe drinking water and adequate sanitation to every resident.
Sikkim also leads the nation in judicial infrastructure, with the highest court density in India—6 courts per lakh population—ensuring timely justice and reinforcing our commitment to a fair and just society.
In terms of Environmental Sustainability, our state has achieved a 100% compliance rate with environmental standards for industries. This reflects our dedication to sustainable industrial practices and safeguarding our natural resources.
On the economic front, the manufacturing sector in Sikkim contributes a significant 35.7% to our state’s GDP, the highest in India. This demonstrates the strength of our industrial base and the effectiveness of policies aimed at promoting innovation and industrial growth.
Sikkim has also made remarkable progress in the field of nutrition and health. According to the NFHS-5 (2019–2021), Sikkim has the lowest percentage of stunted children under 5 years, at 22.3%, compared to the national average of 35.5%. This achievement highlights our success in combating malnutrition and promoting child health.
These milestones are a reflection of our state’s unwavering commitment to sustainable development, social equity, and holistic growth.
Moving forward, in alignment with the vision of a Viksit Bharat (Developed India) by 2047, as envisioned by our Hon’ble Prime Minister, Shri Narendra Modiji my Governmenthas identified several key areas to accelerate its growth. These areas include enhancing youth employability, establishing a healthcare and wellness hub, boosting agriculture and food processing, fostering tourism and MSME development, and advancing infrastructure and social development.
Sikkim has already established itself as a pharmaceutical manufacturing hub and has the potential to become a leading center for healthcare and holistic wellness. Additionally, my Government aims to revitalize rural economies through innovative farming practices and promoting non-farm activities.
A central focus of our efforts is the Ease of Living agenda, which our Hon’ble Prime Minister Shri Narendra Modiji has championed. This initiative aims to provide better access to social and economic infrastructure, strengthen livelihood opportunities, and ensure that life becomes more affordable and sustainable for every citizen.
Towards these goals, my government has embarked on various missions which I shall highlight on this momentous occasion.
Dear citizens,
Tourism plays a crucial and transformative role in Sikkim’s economy, contributing significantly to our GDP and supporting approximately 18% of our population through direct and indirect employment. This makes tourism one of the main drivers of economic growth in the state. My government is committed to propelling this sector to new heights, with a clear focus on enhancing the overall tourism experience while maintaining sustainability and preserving our state’s unique natural beauty and cultural heritage.
To this end, we are actively developing a wide range of tourism experiences, including conventional leisure tourism, ecotourism, adventure tourism, cultural and religious tourism, village homestays, health and wellness tourism, and MICE (Meetings, Incentives, Conferences, and Exhibitions) tourism. These initiatives are designed to cater to both domestic and international travellers. The focus is not only on increasing the number of visitors but also on promoting high-value tourism, which targets travellers who are willing to stay longer and spend more, thereby boosting the state’s economic growth.
We are placing significant emphasis on high-quality hospitality and unique cultural experiences, as well as adventure tourism, to make Sikkim an attractive destination for premium tourists. By encouraging the development of luxury hotels, eco-friendly resorts, and homestays, we aim to offer a blend of relaxation, adventure, and cultural exploration. Sikkim is being positioned as a peaceful retreat in nature, as well as a destination for those in pursuit of thrilling adventures or immersive cultural experiences.
Several ambitious infrastructure projects are currently underway to support and enhance the state’s tourism infrastructure. One of the most notable initiatives is the construction of a state-of-the-art convention centre in Gangtok. This centre will cater to international and national conferences, exhibitions, and events, thus boosting Sikkim’s appeal to business travelलers and conference tourism. Another landmark project in South Sikkim is the “Eco-friendly ropeway connecting Dhapper to Bhaleydhunga”, which spans 3,024 meters and features 18 cabins, offering tourists panoramic views of Sikkim’s scenic landscapes. Furthermore, a 240-meter skywalk is being constructed at Bhaleydhunga, located at an altitude of 3,300 meters, which will provide a 360-degree view of the surrounding hills and valleys, enhancing the tourism experience.
In West Sikkim, the completion of the “Passenger ropeway from Pelling Helipad to the Sangacholing Monastery hilltop” offers awe-inspiring views of the Kanchenjunga Mountain range and is expected to attract both religious and adventure tourists. Additionally, under the PMDeVINE initiative, the Singshore Bridge in Gyalshing District is being converted into a glass-bottom skywalk. This skywalk will provide an unparalleled view of the deep gorge below, making it a major attraction for adventure enthusiasts and nature lovers alike.
Recognizing the importance of religious tourism, Sikkim continues to be a key alternative route for the Kailash Mansarovar Yatra, a pilgrimage that has been disrupted over the past two years. Despite this, Sikkim remains an ideal location for this spiritual journey, with the necessary infrastructure to support and accommodate pilgrims. To further improve connectivity, Sikkim has started operating a 20-seater Helicopter service connecting Bagdogra to Gangtok.
With these initiatives, my government is committed to positioning Sikkim as a global tourism hub, offering cutting-edge infrastructure while preserving our rich cultural heritage and natural beauty. This holistic approach will ensure long-term growth and prosperity for the state, benefitting both our citizens and the visitors who come to experience the magic of Sikkim.

Moreover, by enhancing the road network, building eco-friendly projects, and improving connectivity, Sikkim is poised to become a key player in the global tourism sector.
The Pradhan Mantri Gram Sadak Yojana (PMGSY) has played a pivotal role in improving rural road connectivity across Sikkim. Over the past five years, my government has constructed 183 roads spanning 749.34 kilometers and 51 long-span bridges. With the completion of the first two phases of PMGSY, Phase III has already been sanctioned, which includes the upgradation of 45 roads covering 285.90 kilometers. Additionally, the Vibrant Village Programme has granted funds to develop roads and bridges in Mangan District, aiming to connect remote villages near the international border and further enhance connectivity.

My government is effectively implementing the Jal Jeevan Mission (JJM) and the Atal Mission for Urban Rejuvenation and Transformation (AMRUT) to provide safe drinking water and proper sanitation. We are focused not only on increasing the quantity of water supply but also ensuring its quality.
According to the Niti Aayog SDG Progress Report (July 2024), Sikkim has made significant strides, with piped water supply now reaching 88.6% of households, up from 37.4% in 2021-22. All rural households now have access to improved water sources, and we aim for 100% coverage in urban areas. The JJM also focuses on local water management, including rainwater harvesting, groundwater recharge, and wastewater reuse, integrated with other government schemes. Every tap connection is linked to the Aadhar number, and infrastructure is geo-tagged for monitoring.
As of now, 91.39% of Sikkim’s 1,31,880 households have Functional Household Tap Connections, with full coverage expected in the 2024-25 financial year. Additionally, 3 Blocks, 53 GPUs, 123 Villages, and 1813 habitations have been declared Har Ghar Jal (every household with tap water).
With continued effort, we aim to achieve 100% coverage, significantly contributing to the well-being and prosperity of our state.

Dear citizens,
The Swachh Bharat Mission-Grameen (SBM-G), launched by Hon’ble Prime Minister Shri Narendra Modi in 2014, aimed to make India Open Defecation Free (ODF). By 2019, over 100 million household toilets were built, and more than 600,000 villages were declared ODF. This mission has become the world’s largest behavioural change movement.
My government has made significant strides in sanitation, complementing our tradition as a Clean and Green Destination. The Rural Development Department won a record 9 National Awards under Swachh Survekshan 2022, including the 3rd Best State in Sanitation among small states and UTs, and 1st Position (North East Zone) for Mangan District. Namchi District ranked 2nd, and Soreng and Gyalshing Districts placed 3rd.

A historic achievement was Sikkim being recognized as the 1st ODF Plus Model State on August 14, 2023. This designation indicates that the state has robust systems for the safe and scientific management of solid and liquid waste, adequate IEC and awareness signages, and a clean, visually appealing environment.

These efforts highlight Sikkim’s commitment to sustainable water management and sanitation, ensuring the state’s continued growth as a clean and healthy destination.
Dear citizens,
Sikkim’s power sector continues to make exceptional strides toward achieving energy security and sustainability. Known for its natural resources, especially hydroelectric power, Sikkim has become a leading player in renewable energy production. The state’s vast hydroelectric potential has enabled remarkable progress in clean energy generation, aligning with both national and global goals to reduce carbon emissions. By harnessing our abundant water resources, we generate thousands of megawatts of hydropower, which not only meets our state’s energy needs but also contributes significantly to the national grid.
In addition to hydroelectric power, my government is committed to expanding the use of clean and renewable energy. We are actively integrating solar and wind power into our energy mix. Sikkim has already begun developing a comprehensive renewable energy roadmap, including wind farms and solar plants, to ensure long-term energy sustainability.
Improving energy distribution infrastructure is also a key priority. To this end, my government has implemented essential reforms, including upgrading aging power lines and reinforcing resilience against natural disasters. When the devastating floods of October 2023 tested our infrastructure, our rapid restoration of power lines and services demonstrated our commitment to ensuring uninterrupted energy access for all citizens. We have also made significant strides with smart grids and smart metering systems, enhancing energy efficiency and improving power resource management.
However, Sikkim’s power landscape was severely impacted by the October 2023 floods, which destroyed the Teesta III project and its adjoining dam, resulting in a loss of nearly 1,800 MW of power capacity. This disaster shifted Sikkim from a power-surplus state to one facing significant challenges in meeting its energy needs. In response, the Asian Development Bank (ADB) has stepped in to support the modernization and strengthening of our power distribution system, approving a loan of $148.5 million (approximately ₹1,220 crore). This partnership is a major boost for Sikkim as we work to restore and enhance our energy infrastructure to ensure a reliable power supply for all residents and businesses.
The ADB’s financial assistance is pivotal in addressing the extensive damage to our distribution network caused by the floods and will help future-proof Sikkim’s power infrastructure. The project will focus on the installation of 770 kilometers of climate-resilient underground or covered conductors, designed to improve the durability of the network and safeguard it against extreme weather events like floods and landslides. These climate-resilient conductors will replace vulnerable open-air lines, ensuring the safety and reliability of the system in the long term.
Moreover, 580 kilometers of aging and low-capacity conductors will be replaced with modern, high-capacity lines, improving overall energy efficiency and safety. The project also includes the upgrade of 26 power substations, which are critical to enhancing the quality and reliability of the electricity supply across the state. As part of this modernization effort, a supervisory control and data acquisition (SCADA) system will be installed, enabling real-time monitoring and management of the distribution network to prevent outages and facilitate quicker responses to disruptions.
A particularly impactful component of this initiative is the installation of 15,000 units of public street lighting in remote and underserved areas, ensuring improved safety and visibility for residents, particularly in rural communities. The introduction of this street lighting will be transformative in enhancing public safety and supporting local economies by enabling activities after dark.
In addition to these infrastructure upgrades, the ADB-funded project will include extensive electricity conservation and safety awareness programs aimed at educating rural communities on how to use electricity more efficiently and safely. These programs will help promote energy-saving practices and raise awareness of potential hazards related to electrical systems.
The ADB’s financial support goes beyond just physical infrastructure—it will also strengthen the financial sustainability of Sikkim’s Power Department. By improving efficiency, reducing losses, and ensuring a more resilient system, this project will enable the Power Department to better meet the growing energy demands of our state while maintaining fiscal health. The assistance will play a crucial role in ensuring that Sikkim’s power sector remains robust and future-ready.
Through these initiatives, we are steadily progressing towards our goals of providing essential services such as electricity (bijili), roads (sadak), and water (pani), which are fundamental to achieving our broader developmental objectives.

Healthcare in Sikkim has undergone a remarkable transformation in recent years, fundamentally changing the way we provide medical services to our people. Today, Sikkim stands as one of the most progressive states in India’s healthcare sector, with significant improvements in infrastructure, capacity building, and service delivery. These advancements have led to exceptional changes in various health indicators.
In terms of birth and death registration, Sikkim has achieved notable success. The birth registration rate for children under five years stands at 96.5%, surpassing the national average of 89.1%. Similarly, death registration in the last three years is 75.5%, which is higher than the national rate of 70.8%.
Sikkim has made remarkable progress in reducing mortality rates. The neonatal mortality rate in the state is 5 per 1,000 live births, much lower than the national rate of 24.9 per 1,000 live births. The infant mortality rate in Sikkim is 5 per 1,000 live births, compared to the national rate of 28 per 1,000 live births. Additionally, the under-five mortality rate in Sikkim is 11.2 per 1,000 live births, significantly lower than the national rate of 41.9 per 1,000 live births.
In terms of maternal health, 70.0% of mothers in Sikkim received antenatal care during the first trimester, which exceeds the national average of 63.7%. Institutional births in Sikkim are at 94.7%, surpassing the national rate of 88.6%. Furthermore, 96.5% of births in Sikkim are attended by skilled health personnel, compared to the national figure of 89.4%.
When it comes to menstrual health, 86.3% of women aged 15-24 years in Sikkim use hygienic methods for menstruation, higher than the national average of 77.3%.
Sikkim also excels in child health and vaccination programs. 80.6% of children aged 12-23 months are fully vaccinated, surpassing the national rate of 76.4%. Furthermore, 87.5% of children aged 9-35 months in Sikkim received a Vitamin A dose, compared to 71.2% nationally. Notably, all children aged 12-23 months in Sikkim received most of their vaccinations at a public health facility, which is higher than the national figure of 94.5%.
In our super-specialty departments at the New STNM Hospital, we have achieved groundbreaking milestones. In Medical Oncology, we have introduced immunotherapy and radiotherapy, revolutionizing cancer treatment. The Plastic & Reconstructive Surgery/Burns Unit manages complex cases, including head and neck cancer surgeries, and conducts yearly cleft camps in partnership with Mission Smile. The Cardiology Department, equipped with a state-of-the-art Cath-lab operation theatre, has performed over 1,900 successful surgeries. In Gastroenterology, we’ve introduced procedures like Argon Plasma Coagulation for bleeding ulcers, various stenting procedures for cancer treatment, and Endoscopic Ultrasound. Our Cardiothoracic Vascular Surgery department has performed groundbreaking procedures, including Endovascular Laser Ablation and Decortication Surgery. The Neurosurgery Department has made significant advances in spine surgeries, brain tumor operations, and neuro-endovascular procedures. In Obstetrics & Gynaecology, we have successfully carried out pelvic surgeries and treatments for ovarian cancer. The Urology Department has completed around 2,000 major surgeries, including the removal of large bladder stones and complex kidney surgeries. The Head and Neck Surgical Oncology department has conducted over 210 surgeries for head and neck cancers, significantly reducing the need for out-of-state treatments.
To address the declining Total Fertility Rate (TFR) in Sikkim, my Government launched the Vatsalya Scheme on April 7, 2022. Under this scheme, each couple is eligible for financial assistance up to Rs. 3,00,000 with Rs. 1,50,000 allocated for the first attempt and an additional Rs. 1,50,000 available for a second attempt, if needed.
Recognizing Chronic Kidney Disease (CKD) as a critical public health issue, especially during the COVID-19 pandemic, we have established dialysis centers in every district hospital. The New STNM Hospital now has 28 haemodialysis machines, including one designated for hepatitis and HIV-positive patients, serving 200 dialysis patients and conducting 18,149 dialysis sessions. We also introduced Peritoneal Dialysis as a pilot project in 2021, with 41 patients enrolled and provided with free consumables. A total of 45 dialysis machines are now operational across the state, serving more than 304 patients daily. Additionally, dialysis centers will soon be established in Jorethang and Soreng.
In terms of strengthening healthcare infrastructure, new district hospitals have been established at Singtam and Soreng, and the Namchi District Hospital is being upgraded to a 500-bed facility, fully funded by the state exchequer. This project is expected to be completed and inaugurated in 2025, marking Sikkim’s 50th anniversary of statehood. This hospital will serve the Namchi district and the adjoining areas of Gyalshing and Soreng, relieving the patient load at the New STNM Hospital.
We have continued to support critical health programs with adequate financial allocation. Through the Mukhya Mantri Swastha Suvidha Yojana and the Chief Minister’s Medical Assistance Fund, financial assistance is available for those in need of medical care. Additionally, we have created a maintenance fund for the New STNM Hospital to ensure its smooth operation, and a significant portion of funds has been allocated to the Mobile Village Clinic initiative, enhancing healthcare outreach to rural areas.

Sikkim’s education system has long been a key driver of the state’s growth and prosperity. My government firmly believes that the foundation for the state’s continued progress lies in an educated, empowered populace. Education is not just about increasing literacy rates but about equipping our children with the tools, skills, and knowledge necessary to thrive in an ever-changing global environment. Over the years, we have made significant efforts to build and upgrade schools, ensuring that every child in Sikkim, regardless of geographic location, has access to quality education. In line with our vision, the Sikkim State Education Policy focuses on fostering academic excellence, social and emotional development, and creativity, ensuring that our students are well-rounded individuals ready for the challenges of the future.
A major achievement in recent years has been the introduction of digital classrooms. These digital platforms provide students with access to modern learning tools, making education more engaging, interactive, and accessible. This initiative not only bridges the gap between rural and urban education but also ensures that students are exposed to the latest educational resources. The Sikkim Digital Education Initiative aims to equip our youth with critical 21st-century skills, including coding, e-learning, and IT training, which will prepare them for the evolving demands of a digital economy.
In addition to academic learning, my government recognizes the importance of preparing students for careers beyond traditional academic paths. To this end, we have incorporated vocational training and skill development into the state’s curriculum. This initiative equips our youth with practical, market-ready skills, empowering them to pursue careers in trades, entrepreneurship, and emerging sectors such as information technology, hospitality, and renewable energy. Through collaborations with national organizations, we offer internationally recognized certifications, preparing our students for a competitive global workforce and ensuring that no young person is left behind.
A major priority of my government has been the expansion of internet access in remote and rural areas of Sikkim. Leveraging cutting-edge technologies like satellite communication, we are bridging the digital divide and ensuring that every citizen—whether a student, healthcare professional, or small business owner—has access to the digital tools necessary to succeed. This ambitious effort positions Sikkim to become one of India’s most digitally connected states, unlocking opportunities in sectors such as e-commerce, digital entrepreneurship, education, and telemedicine, while fostering economic growth and innovation.
In furthering our commitment to equitable education, we are launching a Model Residential School in Assam Lingzey in February 2025. This institution will provide a holistic education to talented children from disadvantaged backgrounds, ensuring they have the opportunity to excel despite their socio-economic circumstances. The school will also serve as a model for implementing the National Education Policy (NEP) 2020, which emphasizes inclusivity, critical thinking, and creativity—values that align with our vision for education in Sikkim.
Sikkim has already made tremendous progress in implementing the NEP 2020, particularly in terms of foundational literacy and numeracy. Our state has set an ambitious goal of achieving a 100% Gross Enrolment Ratio (GER) by 2030, ensuring that every child has access to quality education. In the 2022-23 academic year, our GER stood at 90.50% for elementary education, 78.96% for secondary education, and 65.11% for senior secondary education. These impressive figures are complemented by high transition rates, with 90.78% of students progressing from primary to upper primary, 98.35% from upper primary to secondary, and 98.35% from secondary to senior secondary. These achievements reflect our commitment to ensuring that every child in Sikkim progresses smoothly through the education system, regardless of their background.
To support this progress, we have heavily invested in enhancing learning resources. Our schools are now equipped with modern laboratories, vocational training resources, and e-learning platforms like DIKSHA. Specialized training programs for sports teachers ensure that students are not only academically proficient but also well-rounded individuals. This focus on vocational education has made Sikkim a leader in providing hands-on training opportunities. All 211 government schools now offer vocational trade opportunities, preparing students to enter the workforce immediately upon graduation. To ensure these institutions maintain high standards, we are establishing the State School Standards Authority (SSSA), which will monitor the quality of education and help schools meet national benchmarks.
We have also implemented robust educational management and monitoring systems. The Education Management and Monitoring Information System (EMMIS) plays a critical role in tracking student progress and informing policy decisions. This data-driven approach allows us to identify areas for improvement, streamline administrative processes, and ensure that our education system continues to evolve to meet the needs of our youth.
The Chief Minister’s Merit Scholarship Scheme (CMMSS) continues to be a cornerstone of our efforts to provide equitable access to higher education. This scheme offers financial assistance to economically disadvantaged students enabling them to pursue higher education without the burden of financial constraints. To date, over 1,214 students have benefited from this initiative. We are also expanding the scheme to include students with special needs, ensuring that all students have the opportunity to succeed, regardless of their circumstances.
In addition to academic and vocational support, we recognize the importance of addressing health and hygiene challenges, especially for female students. Through the Bahini Yojana, we provide free sanitary napkins to students in government schools and colleges, benefiting over 30,000 girls. This initiative ensures that no girl is held back from attending school or participating in extracurricular activities due to lack of sanitary products. The PM SHRI Scheme has also contributed to improving academic outcomes in Sikkim. With 43 PM SHRI Schools across the state, we’ve seen significant improvements in exam pass percentages at both the Class X and Class XII levels.
Furthermore, we understand that the mental well-being of our students is just as important as their academic success. As part of our holistic approach to education, we’ve incorporated mindfulness and meditation into the curriculum, helping students manage stress, improve focus, and promote overall mental well-being. SCERT has also partnered with organizations to create mental health support systems in schools, ensuring that students are equipped to handle the pressures of modern education.
We are committed to professional development for our teachers as well. Exposure trips for State Awardees and Commendation Certificate recipients allow teachers to learn from their counterparts in other states and bring back best practices, ensuring continuous improvement in the quality of education in Sikkim.
Looking ahead, we are transforming government colleges into multi-disciplinary Higher Education Institutes (HEIs) by 2025. These institutions will offer flexible four-year undergraduate programs, giving students the freedom to design their educational pathways according to their interests and career goals. We are also constructing four new government colleges under the Rashtriya Uchhatar Shiksha Abhiyan (RUSA) and expanding Khangchendzonga State University (KSU) with funding from the PM-USHA scheme. This will position Sikkim as a leading hub for higher education and research.
In the fields of technical and medical education, the establishment of NIT campus at Khamdong and the allocation of 50 free MBBS seats at Sikkim Manipal University (SMU) will further elevate Sikkim’s standing as a center for academic excellence. These initiatives are part of our broader vision to provide world-class education, making Sikkim a preferred destination for higher learning.
At the heart of these reforms is the Sikkim Council of Educational Research and Training (SCERT), which has developed state-specific textbooks that are now being used as one of the resource materials by NCERT Delhi for preparing their textbooks.SCERT is also playing a key role in the PM e-Vidhya project, launching five DTH channels to enhance digital learning accessibility, especially in remote areas.
These wide-ranging initiatives are transforming Sikkim’s education system into one that is dynamic, inclusive, and future-ready. By strengthening foundational literacy, expanding vocational training, and enhancing higher education opportunities, we are ensuring a brighter future for our youth, empowering them to contribute to the state’s growth and success.

Environmental sustainability and conservation have always been at the heart of Sikkim’s development strategy. Blessed with stunning natural beauty and rich biodiversity, Sikkim has long recognized the importance of preserving our environment. As we continue to grow, it is vital that we balance this growth with the preservation of our natural resources, ensuring that future generations inherit a cleaner, greener, and more sustainable Sikkim. From eco-friendly waste management systems to promoting sustainable agricultural practices, Sikkim is leading the way in green development.
In 2023, we launched the Mero Rukh Mero Santati initiative, aimed at strengthening the bond between parents, children, and nature. Through this program, we plant 108 trees for every newborn in the state. The initiative has received international recognition, including at the United Nations Climate Change Conference (COP 28) in Dubai.
To date, 7,747 children have been enrolled in the program, celebrating new life while significantly boosting our state’s green cover. In total, over 4,50,000 trees have been planted, making a substantial contribution to the greening of Sikkim.
To further support the Mero Rukh Mero Santati initiative, my government has also introduced the Sikkim Shishu Samridhi Yojana, which ensures the financial future of each child. Under this scheme, a fixed deposit of ₹10,800 is created in the name of every child, which becomes redeemable when the child turns 18. This initiative not only strengthens the financial security of our children but also encourages long-term environmental awareness and responsibility.
The Mero Bato Mero Bot initiative, a collaborative effort between the Forest and Environment Department and the Roads Department, focuses on greening our roadways. This program encourages the planting and maintenance of trees along roadsides, which not only enhances our green cover but also raises environmental awareness through active community involvement. Similarly, the My Child from the Wild program allows individuals or groups to adopt an animal through an agreement with the Park Management. These sponsors contribute to wildlife conservation efforts and receive benefits such as free park entry and access to zoo programs, thus promoting public participation in conservation.
Through these innovative policies and community-driven initiatives, my government continues to strengthen its commitment to environmental stewardship. We are working towards a future where growth and sustainability go hand in hand, ensuring that the beauty and richness of Sikkim’s natural environment is preserved for generations to come.

My government has set numerous ambitious developmental goals that require substantial funding due to the magnitude of their objectives. In this regard, the external assistance provided by various agencies is advancing our progress and bringing us closer to realizing our development aspirations.
Sikkim INSPIRES, funded by the World Bank, is a transformative initiative aimed at empowering the youth and women of Sikkim through skill development, mental health support, and entrepreneurship opportunities. The program is designed to meet the evolving needs of the workforce and ensure that individuals are equipped to succeed in an increasingly globalized economy. With its multifaceted approach, INSPIRES is building a resilient, capable workforce that will contribute to Sikkim’s long-term economic growth and prosperity.
Since its implementation, the program has achieved remarkable success in various areas, driving significant progress for the state.
1. Women’s Empowerment
INSPIRES has significantly empowered women through skill-building initiatives across various sectors, from healthcare to entrepreneurship. The program promotes gender equality, fosters financial independence, and helps women break barriers to succeed in industries traditionally dominated by men.
2. International Career Opportunities
One of the program’s most significant achievements is the successful training and placement of 13 women nurses in Germany’s healthcare sector. By providing comprehensive German language training and collaborating with state departments, INSPIRES has opened international career pathways in a high-demand field, ensuring that Sikkim’s workforce remains competitive on the global stage.
3. Mental Health and Well-being Support
Recognizing the increasing concerns around mental health, particularly among youth and women, INSPIRES has integrated vital mental health services into its framework. The program includes a suicide prevention strategy, community-based counselling, and outreach initiatives aimed at reducing stigma and providing timely support to those in need.
4. Development of Women Entrepreneurs
The program provides targeted training in business management, marketing, and financial planning, enabling women to start their own businesses. This initiative not only boosts women’s financial autonomy but also contributes to the state’s economic growth, with women-led businesses playing a crucial role in driving local economies.
5. Youth Entrepreneurship
INSPIRES fosters youth entrepreneurship by offering training and mentorship in business management and financial planning. This empowers young people, particularly in rural areas, to create their own employment opportunities, encouraging innovation, self-reliance, and economic resilience within their communities.
6. A quantitative research study to investigate the factors leading to low Total Fertility Rate (TFR) would involve identifying measurable variables and analysing data to understand their relationship with TFR.
As Sikkim expands the reach of the INSPIRES program, it is positioning itself as a leader in empowering youth and women. With its focus on skill development, mental health support, and entrepreneurship, INSPIRES is setting a global example of inclusive and sustainable development, inspiring other regions and nations to follow suit.

Externally aided projects have played a transformative role in driving Sikkim’s development, enabling us to address critical challenges in urban infrastructure, power supply, and economic inclusion. The projects supported by the Asian Development Bank and the World Bank are a testament to the collaborative efforts of our government, external agencies, and local communities in building a brighter future for Sikkim.

This year marks the Golden Jubilee of Sikkim’s Integration with India, a milestone of profound significance. It has been 50 years since our beloved state became an integral part of the Indian Union in 1975. As we celebrate this momentous occasion, we reflect on the remarkable journey Sikkim has undertaken—transforming from a small kingdom into a progressive and inclusive state, focused on empowering its people and fostering sustainable development.

I am pleased to announce that as part of our Golden Jubilee celebrations, my government has planned a series of events throughout the year, culminating in a grand celebration on 16th May 2025, which will be honoured by the presence of the Hon’ble Prime Minister as our esteemed Chief Guest. This event will be a reflection of our growth, achievements, and the collective spirit that has propelled us forward.
As we gather today to celebrate Republic Day, let us renew our commitment to the progress, unity, and welfare of our state. With the continued support of the Government of India and the tireless efforts of our people, I am confident that Sikkim will continue to shine as a model of sustainable development and inclusive growth. Together, we are building a future where every citizen can thrive.

राष्ट्र के ७६ वें गणतन्त्र दिवस के शुभ अवसर पर मैं सिक्किम के निवासियों और समस्त देशवासियों को हार्दिक शुभकामनाएँ देता हूँ |

इस महत्वपूर्ण अवसर पर, आज हम सामूहिक रूप से अपने महान देश की स्वतंत्रता और लोकतंत्र की स्थापना का जश्न मना रहे हैं।
आज का दिन हमें उन अनगिनत अमर वीर सपूतों के बलिदान की याद दिलाता है जिन्होंने हमारे आज के भारत को आकार दिया है । इस अवसर पर मैं देश को निरंतर सुरक्षा प्रदान करने वाले सशस्त्र बलों, अर्धसैनिक बलों के जवानों और उनके परिवार के सदस्यों को भी शुभकामनाएँ देता हूँ | आइये, हम सब उन वीर – वीरांगनाओं को भी नमन करें, जिन्होने देश रक्षा हेतु अपने प्राणों की आहुति दी है| यह वह दिन है जो हमें एकता, प्रगति और विविधता की भावना का स्मरण कराता है, जो हमें एक राष्ट्र के रूप में एक साथ बांधती है।
यह वर्ष हमारे राज्य के लिए भी अत्याधिक महत्वपूर्ण है जब हम भारत गणतन्त्र में विलय की 50वीं वर्षगांठ मना रहे हैं| हमारे महान राष्ट्र का अभिन्न अंग बनने के बाद सिक्किम का चौतरफा विकास हुआ है| आधुनिकीकरण और विकास के लिए बढ़ाए गए कदम में, हमने अपनी समृद्ध संस्कृति और विरासत को संरक्षित करने के लिए ठोस प्रयास किए हैं | विगत वर्षों में सिक्किम ने पर्यटन, स्वास्थ्य, शिक्षा और बुनियादी ढांचे से लेकर शासन और डिजिटल कनेक्टिविटी के क्षेत्रों तक कई उपलब्धियां हासिल की हैं और सिक्किम दूसरे राज्यों के अनुकरण के लिए एक आदर्श राज्य है |

आइये, इस अवसर पर उन उल्लेखनीय उपलब्धियों पर गर्व करें जिन्हे हासिल करके सिक्किम राज्य ने पिछले 50 वर्षों में विकास और प्रगति के एक मॉडल के रूप में स्वयं को स्थापित किया है| हमारे संविधान में निहित आदर्शों को अपनाते हुए सिक्किम ने सदा अपनी विरासत का सम्मान किया है, अपनी संस्कृति को संरक्षित रखा है और अपने सभी नागरिकों के लिए एक स्थायी और समावेशी भविष्य की दिशा में अथक प्रयास किया है।
प्रिय नागरिकगण ,
जैसा कि हम सभी को विदित है कि अपनी प्रगति का जश्न मना रहे हैं, मुझे यह बताते हुए गर्व हो रहा है कि सिक्किम ने विभिन्न क्षेत्रों में महत्वपूर्ण प्रगति की है।
नीति आयोग के नवीनतम सतत विकास लक्ष्य आकलन के अनुसार, सिक्किम ने वित्त वर्ष 2020-21 से पूर्व सर्वेक्षण की तुलना में अपने समग्र SDG स्कोर में उल्लेखनीय सुधार किया है जिसमें से प्रमुख रूप सतत विकास लक्ष्य 10 (एसडीजी 10) है: असमानता में कमी- डेटा से पता चलता है कि इस लक्ष्य के अंतर्गत राज्य में अपराध दर में उल्लेखनीय कमी आई है, जो एक सुरक्षित और समावेशी समाज को बढ़ावा देने के लिए हमारी अटूट प्रतिबद्धता को उजागर करता है।
स्वच्छ जल और स्वच्छता (एसडीजी 6)- के क्षेत्र में, सिक्किम ने सराहनीय 96% स्कोर हासिल किया है, जो प्रत्येक नागरिक को सुरक्षित पेयजल और स्वच्छ वातावरण प्रदान करने में हमारे सफल प्रयासों का प्रमाण है।
सिक्किम न्यायिक बुनियादी ढांचे में भी देश के अग्रणी राज्यों में से एक है, भारत में उच्चतम न्यायालय घनत्व की प्रति लाख जनसंख्या पर 6 अदालतें समय पर न्याय सुनिश्चित कर रही है और एक निष्पक्ष और न्यायपूर्ण समाज के प्रति हमारी प्रतिबद्धता को मजबूत कर रही है।
हमारा राज्य पर्यावरण के प्रति भी संवेदनशील है जिसका पता हमारे राज्य के उद्योगों के लिए पर्यावरण मानकों के साथ 100% अनुपालन दर दर्शाता है| यह टिकाऊ औद्योगिक प्रथा और हमारे प्राकृतिक संसाधनों की सुरक्षा के प्रति हमारे समर्पण को उजागर करता है।
आर्थिक क्षेत्र में, सिक्किम का विनिर्माण क्षेत्र हमारे राज्य की जीडीपी में 35.7% का योगदान प्रदान करता है, जो देश में सबसे अधिक है। यह हमारे औद्योगिक क्षेत्र में नवाचार और विकास को बढ़ावा देने के उद्देश्य से नीतियों की प्रभावशीलता को प्रदर्शित करता है।
सिक्किम ने पोषण और स्वास्थ्य के क्षेत्र में भी उल्लेखनीय प्रगति की है। एनएफएचएस-5 (2019-2021) के सर्वेक्षण के अनुसार, सिक्किम में 5 साल से कम उम्र के अविकसित बच्चों का प्रतिशत 22.3% है जबकि राष्ट्रीय औसत 35.5% है | यह उपलब्धि कुपोषण से निपटने और बाल स्वास्थ्य को बढ़ावा देने में हमारी सफलता को उजागर करती है।
उल्लेखित मील के पत्थर सतत विकास, सामाजिक समानता और समग्र विकास के प्रति हमारे राज्य की अटूट प्रतिबद्धता को प्रतिबिम्बित करते हैं।
हमारे यशस्वी प्रधान मंत्री श्री नरेंद्र मोदी जी की संकल्पना के अनुरूप, सिक्किम 2047 तक विकसित भारत के दृष्टिकोण के साथ आगे बढ़ रहा है | मेरी सरकार ने अपने विकास में तेजी लाने के लिए कई प्रमुख क्षेत्रों की पहचान स्थापित की है। इनमें विशेष रूप से युवाओं में रोजगार क्षमता को बढ़ावा देना, स्वास्थ्य देखभाल और कल्याण केंद्र की स्थापना करना, कृषि और खाद्य प्रसंस्करण को बढ़ावा देना, पर्यटन और एमएसएमई(MSME) विकास को बढ़ावा देना और बुनियादी ढांचे और सामाजिक विकास को आगे बढ़ाना शामिल है।
सिक्किम ने स्वयं को फार्मास्युटिकल विनिर्माण केंद्र के रूप में स्थापित किया है और राज्य स्वास्थ्य देखभाल और समग्र कल्याण के लिए एक अग्रणी केंद्र बनने की क्षमता रखता है। इसके अतिरिक्त, मेरी सरकार का लक्ष्य नवीन कृषि पद्धतियों और गैर-कृषि गतिविधियों को बढ़ावा देकर ग्रामीण अर्थव्यवस्था को बढ़ावा देना है।
हमारे प्रयासों का केंद्र बिंदु जीवन को सुगम बनाना है ( ‘ईज ऑफ लिविंग’), जिसका समर्थन हमारे माननीय प्रधान मंत्री श्री नरेंद्र मोदी जी ने किया है। इस पहल का उद्देश्य सामाजिक और आर्थिक बुनियादी ढांचे तक बेहतर पहुंच प्रदान करना, आजीविका के अवसरों को मजबूत करना और यह सुनिश्चित करना है कि प्रत्येक नागरिक के लिए जीवन स्तर उन्नत और समृद्ध हो।
इन लक्ष्यों की प्राप्ति के लिए, मेरी सरकार ने विभिन्न मिशन शुरू किए हैं, जिन पर मैं इस महत्वपूर्ण अवसर पर प्रकाश डालना चाहूँगा |

प्रिय नागरिकों,
पर्यटन हमारी अर्थव्यवस्था की रीढ़ की हड्डी है जो हमारे सकल घरेलू उत्पाद में महत्वपूर्ण योगदान प्रदान करता है और प्रत्यक्ष और अप्रत्यक्ष रोजगार के माध्यम से हमारी लगभग 18% आबादी को समर्थन प्रदान कर रहा है। मेरी सरकार इस क्षेत्र को और नई ऊंचाइयों पर ले जाने के लिए प्रतिबद्ध है| हमारे राज्य की अद्वितीय प्राकृतिक सुंदरता और सांस्कृतिक विरासत को संरक्षित करते हुए पर्यटन पर विशेष रूप से ध्यान दिया जा रहा है।
इसके अंतर्गत, पारंपरिक पर्यटन, पारिस्थितिक पर्यटन, साहसिक पर्यटन, सांस्कृतिक और धार्मिक पर्यटन, होमस्टे, स्वास्थ्य और कल्याण पर्यटन और एमआईसीई (बैठकें, प्रोत्साहन, सम्मेलन और प्रदर्शनियां) शामिल हैं। ये पहल घरेलू और अंतर्राष्ट्रीय दोनों पर्यटकों की जरूरतों को पूरा करने के लिए डिज़ाइन की गई हैं। इसका मुख्य उद्देश्य न केवल पर्यटकों की संख्या को बढ़ाना है, बल्कि उन उच्च-मूल्य वाले पर्यटन और पर्यटकों को लक्षित करता है जो लंबे समय तक ठहरने और अधिक खर्च करने के इच्छुक हैं|
लक्जरी होटल, पर्यावरण-अनुकूल रिसॉर्ट और होमस्टे और साहसिक पर्यटन को विकसित करके हम सिक्किम को प्रीमियम पर्यटकों के लिए एक आकर्षक गंतव्य बनाने के लिए प्रयासरत हैं | प्राकृतिक सुंदरता और शांतिपूर्ण वातावरण के साथ-साथ रोमांचकारी पर्यटन की तलाश वाले पर्यटकों के लिए सिक्किम को एक आकर्षक पर्यटन स्थल के रूप में स्थापित किया जा रहा है।
राज्य के पर्यटन बुनियादी ढांचे को बढ़ाने के लिए वर्तमान में कई महत्वाकांक्षी बुनियादी परियोजनाएं चल रही हैं। सबसे उल्लेखनीय पहलों में से एक, गंगटोक में एक अत्याधुनिक कन्वेंशन सेंटर का निर्माण है। यह केंद्र अंतरराष्ट्रीय और राष्ट्रीय सम्मेलन, प्रदर्शनियों और कार्यक्रमों को एक मंच प्रदान करेगा। दक्षिण सिक्किम में “धापर को भालेढूंगा से जोड़ने वाला पर्यावरण-अनुकूल रोपवे” है, जो 3,024 मीटर तक फैला है और इसमें 18 केबिन हैं, जो पर्यटकों को सिक्किम के प्राकृतिक परिदृश्य के मनोरम दृश्य से परिचित कराएंगे। इसके अलावा, 3,300 मीटर की ऊंचाई पर स्थित भालेढूंगा में 240 मीटर का स्काईवॉक बनाया जा रहा है, जो आसपास की पहाड़ियों और घाटियों का 360 डिग्री दृश्य प्रदान करेगा।
पश्चिम सिक्किम में, पेलिंग हेलीपैड से संगाचोलिंग मठ की पहाड़ी की चोटी तक यात्री रोपवे के पूरा होने से कंचनजंगा पर्वत श्रृंखला के मनोरम दृश्य दिखाई देंगे इससे धार्मिक और साहसिक दोनों तरह के पर्यटकों के आकर्षित होने की उम्मीद है। इसके अतिरिक्त, PMDeVINE पहल के तहत, गेजिंग जिले में सिंगशोर ब्रिज को ग्लास-बॉटम स्काईवॉक में परिवर्तित किया जा रहा है। यह स्काईवॉक नीचे गहरी घाटी का एक अद्वितीय दृश्य प्रदान करेगा, जिससे यह रोमांचकारी प्रकृति प्रेमियों के लिए एक प्रमुख आकर्षण केंद्र बनने की संभावना है |
धार्मिक पर्यटन को ध्यान में रखते हुए, सिक्किम कैलाश मानसरोवर यात्रा के लिए एक प्रमुख वैकल्पिक मार्ग है हालांकि यह तीर्थयात्रा पिछले दो वर्षों से बाधित है। इसके बावजूद, तीर्थयात्रियों की बुनयादी सुविधाओं के साथ, सिक्किम इस पावन यात्रा के लिए एक आदर्श स्थान है। कनेक्टिविटी को और बेहतर बनाने के लिए, सिक्किम ने बागडोगरा को गंगटोक से जोड़ने हेतु 20 सीटों वाली हेलीकॉप्टर सेवा का संचालन शुरू कर दिया है।
इन पहलों के साथ, मेरी सरकार सिक्किम को एक वैश्विक पर्यटन केंद्र के रूप में स्थापित करने के लिए प्रतिबद्ध है। यह समग्र दृष्टिकोण राज्य के लिए दीर्घकालिक विकास और समृद्धि सुनिश्चित करेगा, जिससे हमारे नागरिकों और सिक्किम घूमने आने वाले पर्यटकों दोनों को लाभ होगा।

इसके अलावा, सड़क नेटवर्क को और विस्तार कर , पर्यावरण-अनुकूल परियोजनाओं का निर्माण कर और कनेक्टिविटी में सुधार लाकर सिक्किम वैश्विक पर्यटन क्षेत्र में एक प्रमुख गंतव्य बनने की ओर अग्रसर है।
प्रधानमंत्री ग्राम सड़क योजना (PMGSY) ने पूरे सिक्किम में ग्रामीण सड़क कनेक्टिविटी को बेहतर बनाने में महत्वपूर्ण भूमिका निभाई है। पिछले पांच वर्षों में, मेरी सरकार ने 749.34 किलोमीटर लंबी 183 सड़कें और 51 लंबे पुलों का निर्माण किया है। पीएमजीएसवाई के पहले दो चरणों के पूरा होने के साथ, चरण III को पहले ही मंजूरी दे दी गई है, जिसमें 285.90 किलोमीटर की 45 सड़कों का उन्नयन शामिल है। इसके अतिरिक्त, वाइब्रेंट विलेज प्रोग्राम ने मंगन जिले में सड़कों और पुलों को विकसित करने के लिए राशि प्रदान की है, जिसका लक्ष्य अंतरराष्ट्रीय सीमा के पास के दूरदराज के गांवों को जोड़ना और पलायन को रोकना और कनेक्टिविटी को और बढ़ावा देना है।

प्रिय नागरिकों,
मेरी सरकार सुरक्षित पेयजल और स्वच्छता प्रदान करने के लिए जल जीवन मिशन (JJM) और शहरी कायाकल्प और परिवर्तन के लिए अटल मिशन (अमृत) को प्रभावी ढंग से लागू कर रही है। हमारा ध्यान न केवल जल आपूर्ति की मात्रा बढ़ाने पर बल्कि उसकी गुणवत्ता सुनिश्चित करने पर भी है।
नीति आयोग एसडीजी प्रगति रिपोर्ट (जुलाई 2024) के अनुसार, सिक्किम ने इस क्षेत्र में महत्वपूर्ण प्रगति की है| पाइप से पानी की आपूर्ति अब 88.6% घरों तक पहुंच गई है, जो 2021-22 में 37.4% की तुलना से अधिक है। सभी ग्रामीण परिवारों के पास अब बेहतर जल स्रोतों तक पहुंच है, और हमारा लक्ष्य शहरी क्षेत्रों में 100% कवरेज का है। JJM स्थानीय जल प्रबंधन पर भी ध्यान केंद्रित करता है, जिसमें वर्षा जल संचयन, भूजल पुनर्भरण और अपशिष्ट जल का पुन: उपयोग शामिल है, जो अन्य सरकारी योजनाओं के साथ एकीकृत है। प्रत्येक नल कनेक्शन को आधार नंबर से जोड़ा गया है, और निगरानी के लिए बुनियादी ढांचे को जियो-टैग किया गया है।
अब तक, सिक्किम के 1,31,880 घरों में से 91.39% के पास कार्यात्मक घरेलू नल कनेक्शन हैं, जिनकी पूर्ण कवरेज वित्तीय वर्ष 2024-25 में होने की उम्मीद है। इसके अतिरिक्त, 3 ब्लॉक, 53 जीपीयू, 123 गांव और 1813 बस्तियों को हर घर जल (हर घर में नल का पानी) घोषित किया गया है।
निरंतर प्रयास के साथ, हमारा लक्ष्य 100% कवरेज हासिल करना है, जो हमारे राज्य की समृद्धि में महत्वपूर्ण योगदान देगा।

प्रिय नागरिकों,
2014 में माननीय प्रधान मंत्री श्री नरेंद्र मोदी द्वारा शुरू किए गए स्वच्छ भारत मिशन-ग्रामीण (SBM-G) का उद्देश्य भारत को खुले में शौच मुक्त (ODF) बनाना है। 2019 तक, 100 मिलियन से अधिक घरेलू शौचालय बनाए गए, और 600,000 से अधिक गांवों को ODF घोषित किया गया। यह मिशन दुनिया का सबसे बड़ा परिवर्तनकारी आंदोलन बन गया है।
मेरी सरकार ने स्वच्छता और हरयाली को बरकरार रखा है| ग्रामीण विकास विभाग ने स्वच्छ सर्वेक्षण 2022 के तहत 9 राष्ट्रीय पुरस्कार जीते हैं, जिसमें छोटे राज्यों और केंद्रशासित प्रदेशों के बीच स्वच्छता में तीसरा सर्वश्रेष्ठ राज्य और मंगन जिले के लिए पहला स्थान (उत्तर पूर्व क्षेत्र) शामिल है। नामची जिला दूसरे स्थान पर और सोरेंग और गेजिंग जिले तीसरे स्थान पर रहे हैं ।

14 अगस्त, 2023 को सिक्किम को पहले ODF प्लस मॉडल राज्य के रूप में मान्यता दी जाना एक ऐतिहासिक उपलब्धि है |ये प्रयास स्थायी जल प्रबंधन और स्वच्छता के प्रति सिक्किम की प्रतिबद्धता को उजागर करते हैं|

जलविद्युत ऊर्जा के अलावा, मेरी सरकार स्वच्छ और नवीकरणीय ऊर्जा के उपयोग को बढ़ाने के लिए प्रतिबद्ध है। हम अपने जलविद्युत ऊर्जा के साथ सौर और पवन ऊर्जा को सक्रिय रूप से एकीकृत कर रहे हैं। सिक्किम ने दीर्घकालिक ऊर्जा स्थिरता सुनिश्चित करने के लिए पहले से ही पवन फार्म और सौर संयंत्रों सहित एक व्यापक नवीकरणीय ऊर्जा रोडमैप विकसित करना शुरू कर दिया है।
इसके अलावा, ऊर्जा वितरण के बुनियादी ढांचे में सुधार भी राज्य की एक प्रमुख प्राथमिकता है। इस दिशा में , मेरी सरकार ने आवश्यक सुधार किए हैं, जिनमें पुरानी बिजली लाइनों को उन्नत करना और प्राकृतिक आपदाओं के खिलाफ बुनियादी ढांचे को मजबूत करना शामिल है। जब अक्टूबर 2023 की विनाशकारी बाढ़ ने हमारे बुनियादी ढांचे को क्षतिग्रस्त किया, तब बिजली लाइनों और सेवाओं की हमारी तीव्र बहाली ने सभी नागरिकों के लिए निर्बाध ऊर्जा पहुंच सुनिश्चित करने की हमारी प्रतिबद्धता को प्रदर्शित किया। हमने स्मार्ट ग्रिड और स्मार्ट मीटरिंग सिस्टम, बिजली संसाधन प्रबंधन में सुधार के साथ कई भी महत्वपूर्ण प्रगति की है।
हालाँकि, अक्टूबर 2023 की बाढ़ से सिक्किम का बिजली क्षेत्र बुरी तरह प्रभावित हुआ, जिसने तीस्ता III परियोजना और निकटवर्ती बांध को नष्ट किया है , जिसके परिणामस्वरूप लगभग 1,800 मेगावाट बिजली क्षमता का नुकसान हुआ जिससे सिक्किम को बिजली-अधिशेष राज्य से चुनौतियों का सामना करने वाले राज्य में स्थानांतरित कर दिया। इस दिशा में, एशियाई विकास बैंक (एडीबी) ने हमारी बिजली वितरण प्रणाली के आधुनिकीकरण के समर्थन में 148.5 मिलियन डॉलर (लगभग ₹1,220 करोड़) का ऋण स्वीकृत किया है। यह सिक्किम के लिए एक बड़ा प्रोत्साहन है | एशियाई विकास बैंक की वित्तीय सहायता बाढ़ के कारण हमारे नेटवर्क को हुए व्यापक नुकसान से निपटने में महत्वपूर्ण कदम है | इससे सिक्किम के बिजली बुनियादी ढांचे को भविष्य में सुरक्षित करने में मदद मिलेगी। यह परियोजना 770 किलोमीटर लंबे जलवायु-लचीले भूमिगत या ढके हुए कंडक्टरों की स्थापना पर ध्यान केंद्रित करेगी, जो नेटवर्क के स्थायित्व में सुधार करने और बाढ़ और भूस्खलन जैसी आपदाओं से इसे सुरक्षित रखने के लिए डिज़ाइन किए गए हैं।
इसके अलावा, 580 किलोमीटर पुराने और कम क्षमता वाले कंडक्टरों को आधुनिक, उच्च क्षमता वाली लाइनों से बदल दिया जाएगा, जिससे समग्र ऊर्जा और सुरक्षा में सुधार होगा। इस परियोजना में 26 बिजली सबस्टेशनों का उन्नयन भी शामिल है, जो राज्य भर में बिजली आपूर्ति की गुणवत्ता और विश्वसनीयता बढ़ाने के लिए महत्वपूर्ण हैं। इस आधुनिकीकरण प्रयास के हिस्से के रूप में, एक पर्यवेक्षी नियंत्रण और डेटा अधिग्रहण (SCADA) प्रणाली स्थापित की जाएगी, जो आउटेज को रोकने और व्यवधानों पर त्वरित प्रतिक्रिया की सुविधा के लिए वितरण नेटवर्क की वास्तविक समय की निगरानी और प्रबंधन को सुनिश्चित करेगी।

सिक्किम में स्वास्थ्य सेवा में हाल के वर्षों में एक उल्लेखनीय परिवर्तन आया है| आज, बुनियादी ढांचे, क्षमता निर्माण और सेवा वितरण में महत्वपूर्ण सुधार के साथ, सिक्किम भारत के स्वास्थ्य सेवा क्षेत्र में प्रगतिशील राज्यों में से एक है। इन प्रगतियों के कारण विभिन्न स्वास्थ्य संकेतकों में असाधारण परिवर्तन हुए हैं।
जन्म एवं मृत्यु पंजीकरण के मामले में सिक्किम ने उल्लेखनीय सफलता हासिल की है। पांच वर्ष से कम उम्र के बच्चों के लिए जन्म पंजीकरण दर 96.5% है, जो राष्ट्रीय औसत 89.1% से अधिक है। इसी प्रकार, पिछले तीन वर्षों में मृत्यु पंजीकरण 75.5% है, जो राष्ट्रीय दर 70.8% से अधिक है।
सिक्किम ने मृत्यु दर कम करने में उल्लेखनीय प्रगति की है। राज्य में नवजात मृत्यु दर प्रति 1,000 जीवित जन्म पर 5 है, जो राष्ट्रीय दर 24.9 प्रति 1,000 जीवित जन्मों से काफी कम है। सिक्किम में शिशु मृत्यु दर 5 प्रति 1,000 जीवित जन्म है, जबकि राष्ट्रीय दर 28 प्रति 1,000 जीवित जन्म है। इसके अतिरिक्त, सिक्किम में पांच साल से कम उम्र के बच्चों की मृत्यु दर 11.2 प्रति 1,000 जीवित जन्म है, जो राष्ट्रीय दर 41.9 प्रति 1,000 जीवित जन्म से काफी कम है।

मासिक धर्म स्वास्थ्य में सिक्किम में 15-24 वर्ष की आयु की 86.3% महिलाएं मासिक धर्म के लिए स्वच्छ तरीकों का उपयोग करती हैं, जो राष्ट्रीय औसत 77.3% से अधिक है।
सिक्किम बाल स्वास्थ्य और टीकाकरण कार्यक्रमों में भी उत्कृष्ट प्रदर्शन कर रहा है | 12-23 महीने की आयु के 80.6% बच्चों को पूरी तरह से टीका लगाया जाता है, जो राष्ट्रीय दर 76.4% से अधिक है। इसके अलावा, सिक्किम में 9-35 महीने की उम्र के 87.5% बच्चों को विटामिन ए की खुराक मिली हैं , जबकि राष्ट्रीय स्तर पर यह आंकड़ा 71.2% है। विशेष रूप से, सिक्किम में 12-23 महीने की आयु के सभी बच्चों को उनका अधिकांश टीकाकरण सार्वजनिक स्वास्थ्य सुविधा में मिला, जो 94.5% के राष्ट्रीय आंकड़े से अधिक है।
न्यू STNM अस्पताल में हमारे सुपर-स्पेशियलिटी विभागों में, हमने अभूतपूर्व उपलब्धियां हासिल की हैं। मेडिकल ऑन्कोलॉजी में, हमने इम्यूनोथेरेपी और रेडियोथेरेपी की शुरुआत की है, जिससे कैंसर के इलाज में बढ़ोत्तरी हुई है। प्लास्टिक और पुनर्निर्माण सर्जरी/बर्न्स यूनिट, सिर और गर्दन के कैंसर की सर्जरी सहित जटिल मामलों का भी इलाज हो रहा है | अत्याधुनिक कैथ-लैब ऑपरेशन थिएटर से सुसज्जित कार्डियोलॉजी विभाग ने 1,900 से अधिक सफल सर्जरी की हैं। गैस्ट्रोएंटरोलॉजी में, हमने रक्तस्रावी अल्सर के लिए आर्गन प्लाज्मा जमावट, कैंसर के इलाज के लिए विभिन्न स्टेंटिंग प्रक्रियाएं और एंडोस्कोपिक अल्ट्रासाउंड जैसी प्रक्रियाएं शुरू की हैं। हमारे कार्डियोथोरेसिक वैस्कुलर सर्जरी विभाग ने एंडोवास्कुलर लेजर एब्लेशन और डिकॉर्टिकेशन सर्जरी सहित अभूतपूर्व प्रक्रियाएं की हैं। न्यूरोसर्जरी विभाग ने स्पाइन सर्जरी, ब्रेन ट्यूमर ऑपरेशन और न्यूरो-एंडोवास्कुलर प्रक्रियाओं में महत्वपूर्ण प्रगति की है। प्रसूति एवं स्त्री रोग विज्ञान में, हमने डिम्बग्रंथि के कैंसर के लिए पेल्विक सर्जरी और उपचार सफलतापूर्वक किए हैं। यूरोलॉजी विभाग ने लगभग 2,000 प्रमुख सर्जरी पूरी की हैं, जिनमें गुर्दे की जटिल सर्जरी शामिल हैं। सिर और गर्दन सर्जिकल ऑन्कोलॉजी विभाग ने सिर और गर्दन के कैंसर के लिए 210 से अधिक सर्जरी की हैं, जिससे राज्य के बाहर उपचार की आवश्यकता काफी कम हो गई है।
सिक्किम में घटती कुल प्रजनन दर (टीएफआर) को संबोधित करने के लिए, मेरी सरकार ने 7 अप्रैल, 2022 को वात्सल्य योजना शुरू की। इस योजना के तहत, प्रत्येक जोड़े को 3,00,000 रुपये तक की वित्तीय सहायता प्रदान की जा रही है |
क्रोनिक किडनी रोग (सीकेडी) को एक गंभीर स्वास्थ्य समस्या के रूप में पहचान करते हुए, विशेष रूप से कोविड-19 महामारी के दौरान, हमने हर जिला अस्पताल में डायलिसिस केंद्र स्थापित किए हैं। न्यू STNM अस्पताल में अब 28 हेमोडायलिसिस मशीनें हैं, जिनमें से एक हेपेटाइटिस और एचआईवी पॉजिटिव रोगियों के लिए नामित है| हमने 2021 में एक पायलट प्रोजेक्ट के रूप में पेरिटोनियल डायलिसिस भी शुरू किया, जिसमें 41 रोगियों को नामांकित किया गया और उन्हें मुफ्त वस्तुएं प्रदान की गईं। अब राज्य भर में कुल 45 डायलिसिस मशीनें चालू हैं, जो प्रतिदिन 304 से अधिक रोगियों को सेवा प्रदान करती हैं। इसके अतिरिक्त, जोरेथांग और सोरेंग में जल्द ही डायलिसिस केंद्र स्थापित किए जाएंगे।
स्वास्थ्य देखभाल के बुनियादी ढांचे को मजबूत करने के संदर्भ में, सिंगताम और सोरेंग में नए जिला अस्पताल स्थापित किए गए हैं, और नामची जिला अस्पताल को 500 बिस्तरों की सुविधा में अपग्रेड किया जा रहा है, जो पूरी तरह से राज्य वित्त पोषित है। इस परियोजना के 2025 में राज्य स्थापना की 50वीं वर्षगांठ तक पूरा होने की उम्मीद है। यह अस्पताल नामची जिले, गेजिंग और सोरेंग के आसपास के क्षेत्रों में सेवा प्रदान करेगा, जिससे न्यू एसटीएनएम अस्पताल में मरीजों की बढ़ती संख्या में गिरावट आएगी |
‘मुख्यमंत्री स्वास्थ्य सुविधा योजना’ और ‘मुख्यमंत्री चिकित्सा सहायता कोष’ के माध्यम से मरीजों को वित्तीय सहायता उपलब्ध हो रही है। इसके अतिरिक्त, हमने न्यू एसटीएनएम अस्पताल के सुचारू संचालन को सुनिश्चित करने के लिए रखरखाव कोष बनाया है, और धन का एक महत्वपूर्ण हिस्सा मोबाइल विलेज क्लिनिक पहल के लिए आवंटित किया गया है, जिससे ग्रामीण क्षेत्रों में स्वास्थ्य देखभाल की पहुंच बढ़ेगी।

हाल के वर्षों में शिक्षा के क्षेत्र में, एक बड़ी उपलब्धि डिजिटल कक्षाओं की शुरूआत रही है। ये डिजिटल प्लेटफ़ॉर्म छात्रों को आधुनिक शिक्षण उपकरणों तक पहुंच प्रदान कर रहे हैं, जिससे शिक्षा और अधिक इंटरैक्टिव और सुलभ हो रही है। यह पहल न केवल ग्रामीण और शहरी शिक्षा के बीच अंतर को पाट रही है बल्कि छात्रों को नवीनतम शैक्षिक संसाधनों से साक्षात्कार करवा रही है | सिक्किम डिजिटल शिक्षा पहल का लक्ष्य हमारे युवाओं को कोडिंग, ई-लर्निंग और आईटी प्रशिक्षण सहित 21वीं सदी के महत्वपूर्ण कौशल से लैस करना है, जो उन्हें डिजिटल अर्थव्यवस्था की उभरती मांगों के लिए तैयार करेगा।
परंपरागत शिक्षा के अलावा, मेरी सरकार ने राज्य के पाठ्यक्रम में व्यावसायिक प्रशिक्षण और कौशल विकास को शामिल किया है। यह पहल हमारे युवाओं को व्यावहारिक कौशल से लैस करेगी और उन्हें व्यापार, उद्यमिता और सूचना प्रौद्योगिकी, आदि जैसे उभरते क्षेत्रों में करियर के लिए सशक्त बनाएगी | मेरी सरकार की एक प्रमुख प्राथमिकता सिक्किम के सुदूर और ग्रामीण इलाकों में इंटरनेट पहुंच का विस्तार करना है। उपग्रह संचार जैसी अत्याधुनिक तकनीकों का लाभ उठाते हुए, हम डिजिटल विभाजन को पाट रहे हैं और यह सुनिश्चित कर रहे हैं कि प्रत्येक नागरिक – चाहे वह छात्र, स्वास्थ्य देखभाल पेशेवर, या छोटे व्यवसाहिक हो, के पास डिजिटल उपकरणों तक पहुंच हो।
समान शिक्षा के प्रति अपनी प्रतिबद्धता को सुनिश्चित करते हुए, हम फरवरी 2025 में असम लिंग्जे में एक मॉडल आवासीय विद्यालय शुरू कर रहे हैं। यह संस्थान वंचित पृष्ठभूमि के प्रतिभाशाली बच्चों को समग्र शिक्षा प्रदान करेगा और यह सुनिश्चित करेगा कि उन्हें अपनी सामाजिक-आर्थिक परिस्थितियों के बावजूद उत्कृष्टता हासिल करने का अवसर मिले।यह स्कूल राष्ट्रीय शिक्षा नीति (NEP) 2020 को लागू करने के लिए एक मॉडल के रूप में भी काम करेगा|
सिक्किम ने NEP 2020 को लागू करने में महत्वपूर्ण प्रगति की हासिल की है, खासकर मूलभूत साक्षरता और संख्यात्मकता के मामले में। हमारे राज्य ने 2030 तक 100% सकल नामांकन अनुपात (GER) प्राप्त करने का एक महत्वाकांक्षी लक्ष्य निर्धारित किया है, ताकि यह सुनिश्चित करते हुए कि हर बच्चे को गुणवत्तापूर्ण शिक्षा मिल सके। 2022-23 शैक्षणिक वर्ष में, हमारा जीईआर प्रारंभिक शिक्षा के लिए 90.50%, माध्यमिक शिक्षा के लिए 78.96% और वरिष्ठ माध्यमिक शिक्षा के लिए 65.11% था | इन प्रभावशाली आंकड़ों को उच्च संक्रमण दर द्वारा पूरा किया जाता है, जिसमें 90.78% छात्र प्राथमिक से उच्च प्राथमिक में, 98.35% उच्च प्राथमिक से माध्यमिक में, और 98.35% माध्यमिक से उच्च माध्यमिक में पहुँच रहे हैं। ये उपलब्धियाँ सिक्किम में प्रत्येक बच्चे को अपनी सामाजिक –आर्थिक पृष्ठभूमि से परे शिक्षा के माध्यम से आगे बढ्ने के लिए प्रोत्साहित करती है |
इसके समर्थन में, हमारे स्कूल अब आधुनिक प्रयोगशालाओं, व्यावसायिक प्रशिक्षण संसाधनों और ‘दीक्षा’ जैसे ई-लर्निंग प्लेटफार्मों से सुसज्जित हैं। राज्य के सभी 211 सरकारी स्कूल अब व्यावसायिक शिक्षा के अवसर प्रदान कर रहे हैं, जिससे छात्रों को स्नातक होने के तुरंत बाद व्यवसाय की दुनिया में प्रवेश करने के लिए तैयार किया जाता है। संस्थानों में उच्च मानक बनाए रखने के लिए हम राज्य स्कूल मानक प्राधिकरण (SSSA) की स्थापना कर रहे हैं, जो शिक्षा की गुणवत्ता की निगरानी करेगा और स्कूलों को राष्ट्रीय मानकों को पूरा करने में मदद करेगा।

‘मुख्यमंत्री योग्यता छात्रवृत्ति योजना’ (CMMSS) उच्च शिक्षा तक समान पहुंच प्रदान करने के हमारे प्रयासों की आधारशिला है। यह योजना आर्थिक रूप से वंचित छात्रों को वित्तीय सहायता प्रदान करती है जिससे वे वित्तीय बाधाओं से परे उच्च शिक्षा प्राप्त कर सकें। आज तक, 1,214 से अधिक छात्र इस पहल से लाभान्वित हुए हैं। हम विशेष आवश्यकता वाले छात्रों को भी शामिल करने के लिए योजना का विस्तार कर रहे हैं।
मेरी सरकार ने छात्राओं के स्वास्थ्य और स्वच्छता चुनौतियों को मध्य नज़र रखते हुए ‘बहिनी योजना’ के माध्यम से, सरकारी स्कूलों और कॉलेजों में मुफ्त सैनिटरी नैपकिन प्रदान कारवाई हैं, जिससे 30,000 से अधिक बालिकाएँ लाभान्वित हुई हैं। यह पहल ड्रॉप आउट की चुनौती का समाधान करने में कारगर है | ‘पीएम श्री’ योजना के अंतर्गत सिक्किम शैक्षणिक परिणामों में बेहतर प्रदर्शन कर रहा है | राज्य भर में 43 पीएम श्री स्कूलों के साथ, हमने दसवीं और बारहवीं कक्षा दोनों स्तरों पर परीक्षा उत्तीर्ण प्रतिशत में महत्वपूर्ण सुधार देखा है।
इसके अलावा, हमारे छात्रों के मानसिक स्वस्थ्य को प्राथमिकता देते हुए हमने पाठ्यक्रम में माइंडफुलनेस और ध्यान को शामिल किया है, जिससे छात्र तनाव प्रबंधन, एकाग्रता और समग्र मानसिक स्वास्थ्य लाभ प्राप्त कर सकेंगे|
सिक्किम शैक्षिक अनुसंधान और प्रशिक्षण परिषद (SCERT) ने स्कूलों में मानसिक स्वास्थ्य सहायता प्रणाली के लिए संगठनों के साथ भी साझेदारी की है, जिससे यह सुनिश्चित किया जा सके कि छात्र आधुनिक शिक्षा के दबाव को संभालने के लिए तैयार हैं। राष्ट्रीय,राज्य पुरस्कार विजेताओं और प्रशस्ति प्रमाणपत्र प्राप्तकर्ताओं के लिए एक्सपोजर यात्राएं आयोजित की जा रहीं हैं | हम 2025 तक सरकारी कॉलेजों को बहु-विषयक उच्च शिक्षा संस्थानों (HEI) में बदल रहे हैं। ये संस्थान चार-वर्षीय स्नातक कार्यक्रमों पर फोकस करेंगे , जिससे छात्रों को उनकी रुचि और करियर लक्ष्यों के अनुरूप अपने आगे के मार्ग को चुनने की आजादी मिलेगी। हम राष्ट्रीय उच्चतर शिक्षा अभियान (RUSA) के तहत चार नए सरकारी कॉलेजों का निर्माण भी कर रहे हैं और पीएम-USHA योजना के साथ कंचनजंगा स्टेट यूनिवर्सिटी (KSU) का विस्तार कर रहे हैं। यह सिक्किम को उच्च शिक्षा और अनुसंधान के लिए एक अग्रणी केंद्र के रूप में स्थापित करेगा।
तकनीकी और चिकित्सा शिक्षा के क्षेत्र में, खामदोंग में एनआईटी परिसर की स्थापना और सिक्किम मणिपाल विश्वविद्यालय में 50 मुफ्त एमबीबीएस(MBBS) सीटों के आवंटन से शैक्षणिक उत्कृष्टता के केंद्र के रूप में सिक्किम की प्रतिष्ठा और बढ़ रही है। ये पहल विश्व स्तरीय शिक्षा प्रदान करने के हमारे व्यापक दृष्टिकोण का हिस्सा हैं जिससे सिक्किम के उच्च शिक्षा स्थल के रूप में पहचान स्थापित होगी |
सिक्किम शैक्षिक अनुसंधान और प्रशिक्षण परिषद द्वारा राज्य की पाठ्य पुस्तकें विकसित की गईं हैं , जिनका उपयोग अब राष्ट्रीय शैक्षिक अनुसंधान और प्रशिक्षण परिषद (NCERT) दिल्ली द्वारा अपनी पाठ्यपुस्तकें तैयार करने के लिए संसाधन सामग्री के रूप में किया जा रहा है। ये व्यापक पहल सिक्किम की शिक्षा प्रणाली को गतिशील, समावेशी और भविष्य के लिए तैयार कर रही है।
मूलभूत साक्षरता को मजबूती प्रदान करते हुए तथा व्यावसायिक प्रशिक्षण के विस्तार के साथ उच्च शिक्षा के अवसरों को आगे बढ़ाकर, हम अपने युवाओं के लिए एक उज्जवल भविष्य सुनिश्चित कर रहे हैं और उन्हें राज्य और राष्ट्र के विकास में योगदान देने के लिए सशक्त बना रहे हैं।

पर्यावरणीय स्थिरता और संरक्षण हमेशा सिक्किम के विकास के केंद्र में रहा है। प्राकृतिक सौंदर्य और जैव विविधता से समृद्ध, सिक्किम ने सदा से पर्यावरण संरक्षण के महत्व को समझा है। जैसे-जैसे हम विकास के साथ आगे की ओर बढ़ रहे हैं, यह महत्वपूर्ण है कि आने वाली पीढ़ियों को एक स्वच्छ, हरा-भरा सिक्किम विरासत में मिले। पर्यावरण-अनुकूल अपशिष्ट प्रबंधन प्रणालियों से लेकर टिकाऊ कृषि पद्धतियों को बढ़ावा देने तक, सिक्किम देश में हरित क्रांति में अग्रणी है।
2023 में, हमने ‘मेरो रुख मेरो संतति’ पहल शुरू की, इस कार्यक्रम के माध्यम से, हम राज्य में प्रत्येक नवजात शिशु के जन्म पर 108 पेड़ लगाते हैं। इस पहल को दुबई में संयुक्त राष्ट्र जलवायु परिवर्तन सम्मेलन (COP 28) सहित अंतर्राष्ट्रीय मान्यता प्राप्त हुई है।
आज तक, 7,753 बच्चों को कार्यक्रम में नामांकित किया गया है, जो हमारे राज्य के हरित क्रांति को बढ़ावा देने के साथ-साथ नव जीवन का जश्न मना रहे हैं। कुल मिलाकर, अबतक लगभग 4,50000 से अधिक पेड़ लगाए गए हैं, जो सिक्किम की हरियाली में महत्वपूर्ण योगदान दे रहे हैं।
‘मेरो रुख मेरो संतति’ पहल को और समर्थन देने के लिए, मेरी सरकार ने ‘सिक्किम शिशु समृद्धि योजना’ भी शुरू की है, जो प्रत्येक बच्चे का वित्तीय भविष्य सुनिश्चित करती है। इस योजना के तहत, प्रत्येक बच्चे के नाम पर ₹10,800 की सावधि जमा की जाती है, जो बच्चे के 18 वर्ष का होने पर भुनाई जा सकती है। यह पहल न केवल हमारे बच्चों की वित्तीय सुरक्षा को मजबूत करती है बल्कि दीर्घकालिक पर्यावरण जागरूकता और जिम्मेदारी का भी बोध कराती है।
‘मेरो बाटो मेरो बोट’ पहल, वन और पर्यावरण विभाग और सड़क विभाग के बीच एक सहयोगात्मक प्रयास है जो हमारे सड़क मार्गों को हरा-भरा रखने पर केंद्रित है। यह कार्यक्रम सड़कों के किनारे पेड़ों को लगाने और रखरखाव को प्रोत्साहित करता है, जो न केवल हमारे हरित आवरण को बढ़ाता है बल्कि सक्रिय सामुदायिक भागीदारी के माध्यम से पर्यावरण जागरूकता को भी बढ़ावा देता है।
इसी तरह, ‘माई चाइल्ड फ्रॉम द वाइल्ड’ कार्यक्रम किसी व्यक्ति या समूहों को पार्क प्रबंधन के साथ एक समझौते के माध्यम से एक जानवर को गोद लेने के लिए प्रोत्साहित करता है। ये प्रायोजक वन्यजीव संरक्षण प्रयासों में योगदान प्रदान कर रहे हैं।
इन नवीन नीतियों और समुदाय-संचालित पहलों के माध्यम से, मेरी सरकार पर्यावरणीय प्रबंधन के प्रति अपनी प्रतिबद्धता को मजबूती प्रदान कर रही है। हम ऐसे भविष्य की ओर अग्रसर हैं जहां यह सुनिश्चित किया जा रहा है कि विकास और स्थिरता के साथ-साथ चलते हुए सिक्किम की सुंदरता और पर्यावरण आने वाली पीढ़ियों के लिए संरक्षित हो ।

मेरी सरकार ने कई महत्वाकांक्षी विकास लक्ष्य निर्धारित किए हैं जिनके उद्देश्यों की पूर्ति के लिए पर्याप्त धन की आवश्यकता है। इस संबंध में, विभिन्न एजेंसियों द्वारा बाहरी सहायता प्रदान की गई जो हमारी प्रगति को आगे बढ़ाने में सहायक हैं और हमें हमारी आकांक्षाओं को साकार करने में मददगार सिद्द हो रहीं हैं |
विश्व बैंक द्वारा वित्त पोषित ‘सिक्किम इंस्पायर’ एक परिवर्तनकारी पहल है जिसका उद्देश्य कौशल विकास, मानसिक स्वास्थ्य और उद्यमिता के अवसरों के माध्यम से सिक्किम के युवाओं और महिलाओं को सशक्त बनाना है। अपने बहुआयामी दृष्टिकोण के साथ, SIKKIM INSPIRES एक लचीला और सक्षम कार्यबल का निर्माण कर रहा है जो सिक्किम के दीर्घकालिक आर्थिक विकास और समृद्धि में योगदान देगा।
अपने कार्यान्वयन के बाद से, कार्यक्रम ने विभिन्न क्षेत्रों में सफलता हासिल की है, जिससे राज्य में उल्लेखनीय प्रगति हुई है।
1. महिला सशक्तिकरण:
INSPIRES ने स्वास्थ्य सेवा से लेकर उद्यमिता तक विभिन्न क्षेत्रों में कौशल निर्माण पहल के माध्यम से महिलाओं को महत्वपूर्ण रूप से सशक्त बनाया है। कार्यक्रम लैंगिक समानता, वित्तीय स्वतंत्रता को बढ़ावा देता है, और महिलाओं को आगे बढ्ने के लिए प्रोत्साहित करता है।
2. अंतर्राष्ट्रीय कैरियर के अवसर
कार्यक्रम की सबसे महत्वपूर्ण उपलब्धियों में से एक जर्मनी के स्वास्थ्य सेवा क्षेत्र में 13 महिला नर्सों को प्रशिक्षित और नियुक्ति की है। उन्हे व्यापक जर्मन भाषा प्रशिक्षण प्रदान करके और राज्य के विभागों के सहयोग के साथ, INSPIRES ने अंतरराष्ट्रीय कैरियर मार्ग खोले हैं।

3. मानसिक स्वास्थ्य और कल्याण सहायता:
INSPIRES ने विशेष रूप से युवाओं और महिलाओं के बीच मानसिक स्वास्थ्य को लेकर बढ़ती चिंताओं की पहचान की है| कार्यक्रम में आत्महत्या रोकथाम, समुदाय-आधारित परामर्श और आउटरीच पहल शामिल हैं जिनका उद्देश्य तनाव को कम करना और जरूरतमंद लोगों को समय पर सहायता प्रदान करना है।
4. महिला उद्यमियों का विकास:
यह कार्यक्रम व्यवसाय प्रबंधन, विपणन और वित्तीय नियोजन में लक्षित प्रशिक्षण प्रदान करता है, जो महिलाओं को अपना व्यवसाय शुरू करने की दिशा में सहायता प्रदान करती है |
यह पहल न केवल महिलाओं की वित्तीय स्वायत्तता को बढ़ावा देती है बल्कि राज्य की आर्थिक वृद्धि में भी योगदान देती है| जो स्थानीय अर्थव्यवस्था को मजबूती प्रदान करते हैं |

5. युवा उद्यमिता:
SIKKIM INSPIRES युवा उद्यमिता को बढ़ावा देते हुए व्यवसाय प्रबंधन और वित्तीय नियोजन में प्रशिक्षण और परामर्श प्रदान कर रहा है। यह विशेष रूप से ग्रामीण क्षेत्रों में युवाओं को स्वरोजगार, नवाचार के अवसर पैदा करने तथा आत्मनिर्भरता और आर्थिक रूप से सशक्त बनने के लिए प्रोत्साहित करता है।
जैसे-जैसे सिक्किम इंस्पायर कार्यक्रम का विस्तार हो रहा है, यह हमारे युवाओं और महिलाओं को सशक्त बनाने में अग्रणी भूमिका निभा रहा है। कौशल विकास, मानसिक स्वास्थ्य और उद्यमिता पर ध्यान केंद्रित के साथ, INSPIRES समावेशी और सतत विकास का एक वैश्विक उदाहरण स्थापित कर रहा है, जो अन्य देशों और क्षेत्रों को भी इसका अनुसरण करने के लिए प्रेरित कर रहा है।
सिक्किम के विकास को आगे बढ़ाने में, बाहरी सहायता प्राप्त परियोजनाओं ने परिवर्तनकारी भूमिका निभाई है, जिससे हम शहरी बुनियादी ढांचे, बिजली आपूर्ति और आर्थिक विकास में महत्वपूर्ण चुनौतियों का समाधान करने में सक्षम हुए हैं। एशियाई विकास बैंक और विश्व बैंक द्वारा समर्थित परियोजनाएं सिक्किम के उज्जवल भविष्य के निर्माण में हमारी सरकार, बाहरी एजेंसियों और स्थानीय समुदायों के सहयोगात्मक प्रयासों का प्रमाण हैं।

इस वर्ष हम अपने महान राष्ट्र के साथ सिक्किम के एकीकरण की स्वर्ण जयंती मनाने जा रहे हैं| एक छोटे राज्य से एक प्रगतिशील और समावेशी राज्य में परिणत होना, यह सिक्किम की विकास यात्रा में एक अत्यंत महत्वपूर्ण मील का पत्थर है।
आज मुझे यह घोषणा करते हुए प्रसन्नता हो रही है कि हमारे स्वर्ण जयंती समारोह के हिस्से के रूप में, मेरी सरकार ने पूरे वर्ष कार्यक्रमों की एक श्रृंखला योजना बनाई है, जिसका समापन 16 मई 2025 को हम सभी के अग्रज, मार्गदर्शक, अभिभावक हमारे लोकप्रिय प्रधानमंत्री माननीय श्री नरेंद्र मोदीजी की गरिमामय उपस्थिति में एक भव्य समारोह के साथ होगा। यह आयोजन हमारी अब तक की विकास यात्रा, उल्लेखनीय उपलब्धियों और उस सामूहिक भावना का प्रतिबिंब होगा जो निरंतर हमें आगे बढ़ने के लिए प्रेरित करता है।
जैसा कि हम आज गणतंत्र दिवस मनाने के लिए एकत्र हुए हैं, आइए हम अपने राज्य की प्रगति, एकता और समृद्धि के लिए अपनी प्रतिबद्धता को नवीनीकृत करें। केंद्र सरकार के निरंतर समर्थन और हमारे लोगों के अथक प्रयासों से, मुझे विश्वास है कि सिक्किम सतत विकास और समावेशी विकास मॉडल के रूप में देश के अग्रणी राज्य के रूप मे स्थापित होगा।
